Can someone please explain to me how I can mod FR LEGENDS on Android? Because I don't understand all the videos because they already have some file that I don't have, then there's a jump here, a cut, and I'm completely confused and don't understand anything.

Here is the step:
1st Download What Mod do you wanted. Make sure there is name used "Money Modded" also they use .apk files.
2nd You need enable permission installing from outside PlayStore.
3rd if you wanted to make your own mod pack you need to use apk editor wich is isn't available in play store because outdated. So you need to find alternative and install the manual file example: "manuals.zip" you need to extract the file find the same file and replace it. After that save and make the target SDK to 29
