I believe toxicity is unnecessary in answering questions, thank you.

As for the question itself, you need mainly Blender (or 3DSMax, or Maya, whatever tickles your fancy) for 3D modelling, and a copy of Unity (the specific version FRL uses.)

You'll also need some other apps for extracting and modifying files from the game. Namely Asset Studio for extracting game files, UABEA for replacing models, and UABE for replacing textures.
